Flakes fall on Antonio Morales’ arm as he planes hard foam outside the new Castillo Event Center. A former INCOR facility at 210 E. Okmulgee Ave. is being converted into the center. Jose Castillo said the center will feature a gathering area with a stage for live disc jockeys. There also will be dressing rooms.
